I had the same problem, updating Flash in OS X 10.11.6 (El Capitan), and the solutions posted here didn't work, including the accepted solution from May 2016 pointing to 'distribution3.html' at Adobe, which currently (Nov 2016) redirects to a new page providing only the web installer. OldVersion.com Points System. When you upload software to oldversion.com you get rewarded by points. For every field that is filled out correctly, points will be rewarded, some fields are optional but the more you provide the more you will get rewarded! If you need Adobe Flash Player, be sure to get it direct from the Adobe site; avoid popup prompts from odd web site offerings that can move you to an impostor site and then load your Mac with something else with junkware in it.
1. Use free Malwarebytes Anti-Malware for Mac to remove adware
Download, install , open, and run it by clicking “Scan for Adware” button to remove adware.
Once done, quit Malwarebytes Anti-Malware.

Remove the adware manually by following the “HowTo” from Apple.
2. Disable Extensions and test.
Safari > Preferences > Extensions
Disable all extensions and test.
Enable Extensions one by one and test.
To uninstall any extension, select it and click the “Uninstall” button.
3. Safari > Preferences > Search > Search Engine :

Deselect and select your preferred search engine.

Due to security issues in older versions, Apple has updated the web plug-in blocking mechanism to disable all versions prior to Flash Player 16.0.0.305 and 13.0.0.269.
